Brazil's radio hams meet with regulator ANATEL

LABRE met with ANATEL on November 18 to discuss changes in the legislation governing the Amateur Radio Service in Brazil, specifically the revision of Resolution 449/2006

A translation of the LABRE post reads:

The Agency updated LABRE on the internal progress of the review, which is currently considered with the Board of Directors. Soon the entire regulatory framework governing the various telecommunications services will be consolidated within a single resolution, called "General Regulation of Telecommunications Services" or RGST.

LABRE is committed to modernizing the rules governing our service, especially the content of the tests, since we were informed more than a year ago that Telegraphy will no longer be charged as a criterion for class ascension due to the alignment of Brazilian legislation to the recommendations of the ITU and what is practiced in other countries.

LABRE has argued that other criteria should be used to demonstrate the necessary knowledge to candidates due to the end of the Telegraphy exam, an that ANATEL also shares. Thus, the agency revealed some possible objective criteria that could be required, always in order to stimulate in the necessary candidates engagement and participation in amateur radio activities in their different aspects.

After consideration by ANATEL's Board of Directors, a draft resolution will be submitted to Public Consultation. This is expected to occur in early 2022. Following the direction it has been taking, ANATEL should keep in the body of the new resolution only the main items that defines the Radio Amateur service, leaving the operational aspects to be defined later by means of administrative acts. This is due to the constant updating and changes in the way in which radio amateurs make use of available resources, always updating and creating new ways to practice the hobby.

Other points raised by LABRE at the meeting were the lack of vacant callsigns due to the exhaustion of existing suffix combinations, a problem that could be solved with the creation of new prefixes to serve states that have few vacant callsigns. The issue of difficulties with the evidence was also raised again.

As soon as it is published by ANATEL, LABRE will give wide dissemination of the future Public Consultation so that all who wish to suggest it will also do so, aiming at the modernization of the Radio Amateur Service in Brazil.
