Ofcom publishes its Annual Plan for 2008/9The UK regulator Ofcom has published its Annual Plan which sets out its work programme for the financial year April 2008 to March 2009. "Driving forward a market-based approach to spectrum" can be seen at Under Additional projects is one titled "Extending UWB limits" that will be reviewing the noise floor limits of UWB, with a view to increasing them. This could have an adverse affect on the Amateur and Amateur Satellite services which require a low noise floor in order to carry out innovative experimental work involving the reception of weak signals. Another project is "Cognitive radio" which could see cognitive devices operating at UHF. Such devices can transmit on any frequency within a specified range that they think is clear. While they can recognise a strong signal and avoid them they cannot detect weak signals or know if a receiver is monitoring a frequency. Cognitive radios raise the noise floor in the spectrum they operate in.
