New regulations to enable Spectrum Trading

From today, new regulations to enable Spectrum Trading and the establishment of a Wireless Telegraphy register will apply. Ofcom has also published Trading Guidance Notes, a practical guide to spectrum trading. This can be found at Ofcom’s trading and liberalisation homepage

Spectrum trading will allow companies and individuals holding licences to operate wireless communications services to buy and sell their rights in an open market.

In August 2004, Ofcom announced the introduction of spectrum trading in the UK, following a generally favourable response by stakeholders to proposals published in November 2003.

Those licence classes for which trading is being introduced today are:

• Analogue public access mobile radio
• National paging
• Data networks
• National and regional private business radio
• Common base stations
• Fixed wireless access
• Scanning telemetry
• Fixed terrestrial links
