Have you gotten SMART?It now just over 2 weeks after New Zealand's regulator RSM implemented SMART (Spectrum Management And Registration Technology) and a new way of doing business with its clients. RSM tell us that the initial responses are encouraging and as at 12 December 2005, they are pleased to report the following SMART activity: 174 licence applications submitted, with 102 of these being submitted
online externally – which is 59% of all applications! search the Register of Radio Frequencies 9 sleeps ‘til Chrismas While SMART won’t sleep over the Christmas holiday, RSM and the Contact Centre will be closed from 5.00pm Friday 23 December 2005 until 8.30am 4 January 2006. Reminder: new procedures under SMART Paper applications Although RSM will still accept paper Radio 1, 2F, 2L, 2S, and 100 forms, they must be on the new application forms available on the RSM website in our Information Library at http://www.med.govt.nz/rsm/formsfees/app-forms.html. Paper applications are required to have engineering certification completed by RSM, there is no provision for externally engineered paper applications in SMART. Please note that paper applications will not attract the 10% annual fees online discount. Scheduled system maintenance SMART will undergo regular and routine maintenance every Monday evening from 8 pm to midnight, and the system will be unavailable during this time. A notice will be posted on the SMART front page as a reminder. Payments online RSM will send your annual renewal reminder by email or letter inviting you to process your payment online to take advantage of the 10% discount. If you pay by credit card you can request a tax invoice confirming payment. All direct debit users will be generated an electronic invoice prior to payment being taken from their nominated bank accounts. Lost your client key and password? All clients holding a current licence received their client key and password in November. If you’ve lost yours, contact us at 0508 RSM INFO (0508 776 463) or email us at info@rsm.govt.nz. Once our Contact Centre has confirmed you as a client, your key and password can be re-issued to the address on record with us. There are a number of activities you can carry out on the SMART site without supplying your client key and password. You only need to enter the client key and password when SMART prompts you to do so. Please note that SMART will not accept your client key and password if you click on the ‘Login’ tab at the bottom of the screen; you should only use this tab if you are a registered user of SMART (see the ‘Getting User ID’ section below for information on becoming a registered user). Getting a User ID To receive the 10% online discount, you must pay your licence application or annual fees with either a credit card or by direct debit. If you wish to pay via direct debit then you need to become a registered user. If you are a registered user of SMART, you will click on the ‘Login’ tab in the bottom left hand corner to login to SMART. Please note you do not enter your client key and password via this function, you will be allocated a specific registered user login. For more information see our guide to Becoming a Registered User. Your organisation may already have a direct debit facility with the Ministry of Economic Development for use on our Companies Office, Personal Properties Securities Register or Intellectual Property Office websites – if so, you can use that to pay fees with RSM, or we can assist you with the creation of a new User ID. Alternatively you can still pay fees by cheque although you will not be able to take advantage of the 10% online discount. There are additional benefits of being a registered user of SMART such as being able to cancel or transfer radio licences online, so even if you don’t wish to pay annual fees by direct debit, becoming a registered user may be useful in assisting you to carry out additional business with RSM. To set up your organisation with a User ID, simply go to www.rsm.govt.nz and click on the ‘SMART’ link, then click on 'Get User ID' in the bottom left hand corner to begin the process.
