VHF-UHF-uW Papers for IARU Region 1 Interim Conference – Vienna 2007

The IARU Region 1 Interim Conference will be held in Vienna from February 24 to 25th 2007.

It is pleasing to see that the Radio Society of Great Britain (RSGB) is putting forward a significant number of important papers for the conference.

B01 - Increased Amateur Satellite Service 2 Metre Usage
Proposes the segment 144.315-144.365 MHz be used by QRP CW/SSB Linear Transponder downlinks of student Amateur CubeSat projects on a non-exclusive basis. A growing number of University Student Groups are expressing an interest in developing satellites with Amateur Radio transponders and these young people represent the future of the Amateur Services.

B02 - Bands above 275 GHz
If you thought 75 GHz was esoteric well think again, Amateurs are planning to make use of the frequencies above 275 GHz. This well presented paper highlights the key allocations that pioneering Amateurs need in this "frontier territory".

B04 - A review of the implementation of 12.5 kHz Channel Spacing System in the 145 MHz Band
This timely paper addresses the issue of receiver performance in a 12.5 kHz environment. Even some rigs that claim to have 12.5 kHz filters can perform poorly in the presence of strong adjacent channel signals because the filters fitted have a very poor shape factor. They may well achieve over 40 dB attenuation 8 kHz off channel but they then flatten out and the attenuation 12 kHz away may be little more than 50 dB. This means if a station on the adjacent channel is 50 dB over 9 you'll still get them strength 9!

Ironically Japan switched over to the more demanding 10 kHz channel spacing on 2 metres over 15 years ago so it's surprising the rigs they export aren't fitted with decent filters.

B05 - Frequency Allocation for Digital Voice Communication within the 145 MHz Band
Digital voice in various guises from D-STAR to WinDRM is already with us. This paper addresses the issue of where it should initially be used in the 2 metre band.

B07 - Changes to the exclusive usage of 144.000-144.036 MHz for EME Communications
This paper highlights the effects of spectrum pollution from a range of consumer electronic devices that are making the lower 50 kHz of 2 metres unusable for weak signal communications.

B13 – Amateur Allocation at 3400 MHz
A well-illustrated paper proposes a Region 1 Amateur and Amateur Satellite allocation at 3400 MHz, which would line up with other parts of the world.

B14 - Microwave Spectrum Threats
Details the many threats to our Microwave allocations.

B15 - 23cms Band Plan
The Galileo Global Positioning System, which will use 1260-1300 MHz, may mean that we have to consider using 1240-1250 MHz for narrow band operation.

B16 - Amateur Satellite Service Spectrum
This details the additional VHF and Microwave Satellite allocations that we will need to counter the loss of large swathes of Amateur Microwave allocations to unlicenced devices and Government spectrum sell-offs. Some of the bands proposed could also provide us with an opportunity to align microwave weak signal terrestrial and satellite operations.

Although the RSGB has a small core of HQ staffers it relies heavily on the many volunteers who give freely of so much of their spare time to support the Society both in preparing for and attending conferences.

Our Amateur allocations are valuable and are always under threat. The ITU WRC 2007 takes place in October 2007 and the work that will be done in Vienna will hopefully pave the way for a successful outcome for the Amateur Radio Services at the ITU conference.
