The item below shows what is happening in the hobby in other parts of the world. I wonder if this is what OFCOM had in mind when they said they wanted to radically streamline access to Amateur Radio in this country? There are a number of Amateur Radio clubs in the USA who do "Memorize
the Answers Only" one day course and exam. The candidates who complete
these courses are eligable under the recipricol licensing arrangements

Zawodny noted that the aviation frequencies he and his group use for air-to-air communication becoming more crowded, a growing number of sailplane and hang glider pilots are turning to Amateur Radio for more spectrum. He attended what can only be described as a one day crash course constructed for the sole purpose of passing the FCC's test. The test consisted of 35 randomly selected questions from a bank of a few hundred. Like all tests issued by federal government agencies, the questions and answers are known and published in advance. They're even available on-line. The cramming (err,"study") process is fairly straightforward. The test questions are printed on 60 pages, First, study a set of 10 pages worth of questions for 45 minutes reading question and correct answer only. Take a 15 minute break after each session. Then, after 6 sessions (and a mid-day lunch) take the test. Using that method, you don't learn a lot doing it, though for his purposes, this got him a license.
