NZART Council: Face-to-Face meeting report

• Over the weekend of 17/18 February 2007 the New Zealand Association of Radio Transmitters (NZART) Executive Council met in Upper Hutt for a face-to-face meeting.

During the course of this meeting the position of Administration Liaison Officer held by Fred Johnson, ZL2AMJ, was discussed. Differences had arisen between the Executive Council and the ALO that regrettably were determined to be irreconcilable.

As a result of this situation the ALO was asked for his resignation which he refused to give. The President of NZART then, with the authority of the Executive Council, terminated Fred Johnson’s appointment as ALO. This termination was effected Saturday 17 February 2007.

The Executive Council also decided, to ensure ongoing continuity, and that the NZART President, Bruce Douglas, ZL2WP and Councillor Mark Gooding, ZL2UFI will fill the vacant position as Administration Liaison Officers until the matter is reviewed at the NZART Conference in June 2007.

The Executive Council wish to acknowledge the work done by Fred Johnson during his extensive tenure as ALO.


• NZART President, Bruce Douglas, ZL2WP and Councillor Mark Gooding, ZL2UFI have been directed by Executive Council to meet immediately with the Ministry of Economic Development: Radio Spectrum Management Group to progress various issues including the Repeater, Beacon and Fixed Link Fee.


• The Ministry of Economic Development: Radio Spectrum Management Group, have written to NZART requesting an immediate hold on the usage of the ZK2 and ZK3 callsign series until responses have been received from Niue and Tokelau administrations as to the future use of these callsign series by those countries.

The RSM have written to the Islands’ administrations requesting that these callsign series be relinquished and passed back for use in New Zealand, in particular by AREC.

The National Director of AREC acknowledges this request and has immediately agreed to withhold both the ZK2 and ZK3 callsign series from use by AREC. It is envisaged that once this matter has been resolved, that these series will in fact be returned for use by the New Zealand administration. The National Director of AREC will issue other callsign series to AREC from within the ZK series.

While no time has been given as to a final resolution date for the ZK2 and ZK3 callsign series it is hoped that this interim measure will resolve a number of issues within the Amateur Service.


• Council has received a business plan, costings and the specific issues of concern for the Amateur Service at the World Radiocommunication Conference 2007 (WRC-07) in Geneva, Switzerland, 22 October – 16 November 2007. At this stage no decision has been made as to representation and a full cost analysis is being made.


• An updated and revised Policy for Beacons, Repeaters, Linking and Similar Stations has been approved and will be made available via the NZART Web Site this coming week.


• Council has approved the NZART - List (or E-mail Reflector) Guidelines. These rules are situated at: http://www.nzart.org.nz/nzart/Lists/listrules.html


• Council has classified the one remit received for the upcoming NZART Conference 2007 to be held in Palmerston North, as non-transmitting.


• Council has commenced working towards the ability to publishing the minutes of its monthly council meetings on the NZART Web Site. It is envisaged that these will follow the example of the Canadian societies approach.


• A new advertising and promotional pamphlet has been prepared, and is in the final stages of checking and editing. It is expected that stocks will be available from the NZART General Secretary soon, as well as the ability to download the file in a PDF form for local printing by branches or individuals.
