Updated IR 2028 now on Ofcom website

Ofcom has put of revised version of the Amateur Radio Interface Requirements document, IR 2028, on their website, see http://www.ofcom.org.uk/radiocomms/
ifi/tech/interface_req/ir2028.pdf

It incorporates the changes to the Amateur and Amateur Satellite 75 GHz allocation, removes as planned the 142 GHz band and corrects a minor typo on 430 MHz Foundation power.
