A video of the presentation given by radio amateur Alexander List HB9/OE9LAJ of the Open Spectrum Alliance to hackers at the SIGINT 2010 event is now available.
The YouTube description reads:
Open Spectrum Alliance - Hacking EU radio spectrum policy Radio spectrum policy has been a field of regulation authorities, ministries, the EU commission, MEPs and all of these are heavily lobbied by the telecoms and broadcasting industries, among others.
I will talk about my personal experience in the different levels of radio spectrum lobbying on the European level, and why hackers should get involved in radio spectrum policy.
Since the 1920s, radio spectrum is managed both on a global and a national level. As an introduction, I will give a brief overview of spectrum regulations, from the ITU to the national level. The major part of my talk will be about current topics in (EU) spectrum policy, why it matters and why hackers should get involved. To conclude, I would like the audience to come up with their ideas, criticism, and questions.
