Regulatory changes for ZL hams

The amateur radio examination question-bank and the training material, the Study Guide and Booklets, are being updated to accommodate these changes. This all takes time and your patience is requested.

As is usual with these changes, the existing examination material can be used meantime. There are changes expected to the RSM and NZART websites too.

The RSM advises: "I am delighted to advise that the European
Radiocommunications Office has advised us of the acceptance of New Zealand's application to participate in the CEPT T/R61-02 arrangements for mutual recognition of radio amateur operator certificates."

New Zealand with its one-grade licence now has both T/R61-01 and T/R61-02 recognition. This is a significant milestone and brings great international portability for this New Zealand qualification.

This GURL is common to all of ZL and carries the terms, conditions and restrictions with which we radio amateurs work. Each ZL radio amateur will have a "General Amateur Operators Certificate of Competency" that will carry the individual operator's unique callsign. The implementation of this GURL requires consequential changes to many RSM and examination documents. Again it is "operation as usual" while documents are updated.

Please note that the GURL provides for the ZL/ZM callsign prefix facility to be decided by individual operators for contests and for special events.

The band 614-622 MHz is not included in this GURL as a band for direct operation by individual radio amateurs. It continues nation-wide for properly coordinated, engineered and licensed ATV repeater use. It is not an amateur band and some different rules apply. Engineering and licensing enquiries to FMTAG.

It is not known when the many consequential document changes will take place but expect later reports. There are other changes coming down the track. The RSM's SMART on-line process for the entry of amateur qualification details by approved examiners and the issue of callsigns is to be activated soon.

We do live in a changing world and responsibility is being devolved to the users of the spectrum with features ZL could only dream about some years ago.
