CEPT Novice Radio Amateur Licence

It's been a major anomaly that technically qualified UK Radio Amateurs who hold Foundation or Intermediate licences cannot operate overseas but totally unqualified PMR 446 or 27 MHz
CB users can use their rigs anywhere within CEPT.

It looks as though this may me about to change.
Work is currently underway to produce a CEPT Novice Radio Amateur Licence. See:http://www.ero.dk/consultation?frames=0

The Draft CEPT Novice Amateur Radio Licence doc can be seen at: http://www.ero.dk/93C3985B-7F10-455B-AFA1-F572FBFC3200?frames=no&

and the CEPT Novice Amateur Radio Examination Syllabus at: http://www.ero.dk/8E0136FA-244E-429C-9762-534E27A43ABB?frames=no&
