Seminar on Amateur Radio in Disaster Management and Information Technology

Preamble
The National Institute of Amateur Radio (NIAR), Hyderabad is an Apex
organisation in India promoting Amateur Radio as part of 'Peoples Participation
in Communication and Information Technology and Disaster Management'.
It has played a major role in spreading amateur radio
activity among schools, colleges and other institutions creating awareness
and spread of amateur radio activity all over the country.
It has also played a major role in supporting various government and
other agencies by providing second line of communications during major
calamities, Tsunami emergency communications' 2004, Gujarat Earthquake
relief operations' 2001, Orissa Super Cyclone relief operation' 1999 are
few examples.
The need for amateur radio in promoting Communication and Information
Technology as well as its use as part of Disaster Management is increasing
with the frequent occurrences of severe disasters.
The International Seminar offers a platform for face-to-face dialogue
with those hams who contributed their services during the most recent
Tsunami emergency communications in various parts of the country and many
other events in the recent memory. India's history of complex disaster-related
problems, and its direct disaster-related experiences
provide opportunities for gaining first hand information on
appropriate disaster management solutions.
The International Seminar is planed in response to the need to draw global
attention to address the issues arising out of Natural Disasters such
as tsunami, earthquakes, Cyclones, floods or landslides with focus on
the problems faced by developing countries and to evolve strategies to
mitigate the adverse impact of Natural Disasters by adopting best of amateur
radio communication technologies and operating practices in different
parts of the world.
Objective of the Seminar
The objective of the International Seminar is to highlight the need for
greater awareness on amateur radio activity and discuss issues related
to disaster communications with a greater participation of various government,
non government organisations, amateur radio clubs/societies and individual
experts to share their experiences with
regards to use of amateur radio as in different countries for
providing disaster communications. The discussions will lead to developing
an Action Plan for effective use of amateur radio communication technologies
for Disaster Mitigation and Management.
Program overview
The programme for one-day seminar will be spread over four sessions viz.
Inaugural Session, Session-I, Session-II, Valedictory Session.
Session I will focus on use of Amateur Radio in Disaster Management,
recent experiences, lessons learnt and its effective use in future.
Session-II will focus on Amateur Radio in Information Technology, relevant
to voice, morse code, visual, digital and internet related technologies
being used by amateurs globally today.
Participants
The International Seminar is aimed at creating awareness on amateur radio
among various sections of society. People from all walks of life like
students, teachers, lawyers, doctors, engineers, scientists, bureaucrats,
technocrats and disaster management experts are likely to participate
in the seminar.
Special arrangements will be made for spouses and other persons accompanying
the delegates.
Submission of Papers
To be included for presentation in the seminar proceedings, the papers
must necessarily address one or two of the above listed themes. The full
length papers may be sent as hard copy, soft copy or email to reach NIAR
by 31st March 2005. Detailed instruction for presentation of paper in
the sessions will be communicated.
Proceedings
All the registered delegates as well as sponsoring organisations will
receive one copy of the proceedings of the International Seminar. More
copies can be supplied based on availability.
Expected outcome
An action plan for accelerated growth of amateur radio in the country
as well as its use as effective tool for Disaster Mitigation and Management
in future.
