New Zealand - Radio Spectrum Management Fees Review

The Radio Spectrum Management (RSM) group of the Ministry of Economic Development is responsible for administering the Radiocommunications Act 1989 and its subordinate regulations. This involves providing a range of services, the costs of which are met through the annual fees paid by licence holders.

In 2006 RSM undertook a cost allocation study to identify fee options that:

• Continue the process of eliminating cross-subsidies between fee categories
• Identify costs associated with “spectrum public park” management
• Introduce customer choice in radio interference investigation
• Continue reducing the Memorandum Account surplus at a rate of ~$2M per annum
• Maintain annual fees revenue at $7.5M

This cost allocation study and proposed fee options are available for public comment.

We would like to remind you that you are invited to make a submission on this document. The closing date for submissions is Friday 9 March 2007.

All information on the fees review is available from the RSM website. Subject to Government approval and other necessary administrative arrangements, new fees are proposed for implementation on either 1 October or 1 November 2007.
