Recognised Spectrum Access for Radio Astronomy

Ofcom has just published a decision on its plans to introduce Recognised Spectrum Access (RSA) for Radio Astronomy.

This is the first use of an RSA by Ofcom. With RSA you pay for receive rights, charged at a 'commercial rate', which is higher than the nominal costs of traditional coordination.

For Astronomers it may be more important in shared bands. In a Primary passive band International Telecommunications Union (ITU) 5.340 regulations supposedly exclude everyone else.

The fear is that the Astronomy RSA may set a precedent for other spectrum users, such as the commercial and the broadcast satellite industry, where many commercial groundstations or terminals are receive only. They could be faced with greater levies.
