'Propogation ham' wins appeal over antenna

Neil Clarke, G0CAS, has successfully appealed against an earlier ruling by Doncaster Council which refused him planning permission for a new antenna system.

Neil, whose name will be familiar for his 'Propogation News' reports for the RSGB, won his appeal after both local residents and the council failed to provide any proof that his system was causing problems to local residents.

Prior to his appeal, Neil's equipment had already been given a 'clean bill of health' by Ofcom officials who he had called in to check his gear.

In granting his appeal, Inspector George Baird commented:

"I agree that a balance has to be struck between the legitimate pursuit of a hobby and the effect that it may have on other people. However, it light of the factors above and the clearance of the appellant's equipment by Ofcom, it is clear to me that neither the Council nor the affected residents have made any serious attempt to identify whether or not the equipment suffering interference has the appropriate level of immunity and if not whether there are remedies. In light of the above, I conclude that the likely level of interference that might occur from the proposed mast would not be so significant, extreme or irremediable so as to justify dismissing this appeal"
