Unlicensed US radio station says it's operating under emergency law

A 'pirate' radio station that has been operating for the past couple of months in the Quad-Cities (consisting of Davenport and Bettendorf in Iowa and Moline/East Moline and Rock Island in Illinois) is refusing to go off the air, despite not having a licence.

The operators of Power Hits 103.3 FM claim they have authorization under a clause in federal regulations granting an emergency broadcast on a temporary basis in extraordinary circumstances, such as when the United States is at war.
