SARL showing the way!

South Africa is showing how it should be done.

Their Department of Communications has already launched the South African World Radio Conference Committee to prepare the South African delegation for WRC 2007 and that country's Amateur Radio spokesbody, the South African Radio League (SARL) is at the forefront.

The WRC Committee create a formal structure to facilitate and support discussions between government, industry and other relevant stakeholders in the ICT sector on issues to be addressed at World Radio Communications Conferences and associated meetings. This forum seeks to optimise participation by South Africa in World Radio Communication Conferences, associated ITU-R activities and enhance the leadership role by South Africa at SADC and African Region Meetings when dealing with WRCs.

The South African Radio League was represented by President Graham Hartlett, ZS6GJH, and Hans van de Groenendaal, ZS6AKV.

There are two main issues on the WRC 2007 agenda affecting Amateur Radio, a harmonised world-wide secondary allocation of 135,7 - 137,8 kHz and expansion of the 40 metre band to 7 300 kHz. ZS6AKV is the rapporteur for the ultra low band allocation while the SARL representatives will
participate in the 4 - 10 MHz working group meetings to look after the amateur interests. ZS6AKV was also appointed to the Ad Hoc Committee.

The task of this committee is receiving proposals, analyses and deciding on issues that affect frequency spectrum users to be discussed in a broader forum. The committee will also recommend to the DoC to organise a forum on issues to be address and consensus to be reached and coordinating the invitations to such forums.
