Are Australian novices permitted to use PSK-31?

The question is often asked, and the answer may not be immediately obvious because of the way in which permitted modes are specified in the Australian Licence Conditions Determination using ITU Emission Designators.

Owen Duffy explains PSK-31 is a RTTY application of nominally 60Hz bandwidth, usually using a sound card to generate the baseband input to an SSB transmitter.

The ACA provides guidance on their website in their paper entitled "Amateur Operating Procedures". Table 1, entitled "Commonly Used Emission Characteristics", show that the mode designator appropriate to RTTY using SSB modulation is J2D.

The current LCD permits Novice and Novice Limited stations to use 1K12J2D (or J2D up to 1.12KHz bandwidth)
on the novice segments of the 80m and 10m bands
