- ERO report on first week
The European Radiocommunications Office (ERO) has published
a report on the first week of the World Radiocommunications Conference
(WRC-07).
Agenda Item 1.13 deals with the HF bands between 4 MHz and 10 MHz, the
ERO report says:
The discussion on this agenda item started as expected.
As CEPT is the only regional organisation, who has other proposals than
NOC [No Overall Change], every word said by CEPT is on the ‘goldscale’.
It is sometimes amusing to see that during discussion on elements
of the AI [Agenda Item], such as Resolution 729, every proposal made by
CEPT is brought in connection to a possible modification of Art. 5, whilst
Resolution 729 is in no way related to Art. 5.
In the sub working group dealing with 1.13 firstly a first confrontation
took place with the rest of the world. And this was on the order how the
elements of the AI should be discussed only. We could agree that the fist
item to start was Resolution 729 but so far no agreement was reached whether
first Resolution 351 or Resolution 544, combined with the review of the
bands 4-10 MHz should be handled first.
As said almost the whole world is in disagreement with the CEPT
proposals for AI 1.13 especially related to the additional spectrum for
broadcasting and all type of quasi technical arguments are used to stop
us.
Coming week the real ‘fights’ will start on this issue
and we will see where we are at the end of next week. That it will not
be easy is perhaps too simple statement.
