Radiocommunication Assembly to convene 15-19 October in Geneva

The Radiocommunication Assembly RA-07 starts in Geneva on Monday 15th October. It will prepare a report to the World Radiocommunication Conference 2007 (WRC-07) which takes place 22 October - 16 November 2007 in Geneva.

Radiocommunication Assemblies (RAs) convene every 3 or 4 years to decide the structure and programme of Radiocommunication Study Groups according to evolving needs.

Among other items, RA-07 will consider:

1. Working methods and procedural issues of the Study Groups

The Assembly will review the ITU-R Resolutions that describe the structure, working methods and work programme of the ITU-R Study Groups. Of particular note will be resolutions that:

- Specify the structure of the Study Groups

- Describe the working methods and procedures for Study Group activities

- Categorize the Questions that the Assembly assigns to the Study Groups for the forthcoming study period

2. Notable technical issues

International Mobile Telecommunications (IMT): Study Group 8 (mobile, radiodetermination, amateur and related satellite services) has developed two new draft ITU-R Resolutions relating to future studies on IMT1:

- Proposing a naming scheme to draw a distinction between IMT-2000 technologies and those being developed for next-generation mobile telecommunications (IMT-Advanced) ·

- Principles for the development of IMT-Advanced

Other resolutions relate to framework of services, network architecture and satellite operations within IMT-2000.

Emergency communications and disaster relief: Since the tsunami of December 2004, attention is focused on increasing the effectiveness of telecommunications in emergency situations and in responding to disaster relief.

New ITU-R Recommendations address all phases of disaster management. Studies are foreseen to intensify in the next study period and to put such work on a sounder footing. A new draft Resolution emphasizes the importance of ICT
relating to the management of radiocommunications in disaster prediction, detection, alerting and relief. This would complement another Resolution being proposed at WRC-07 on related spectrum management needs, particularly in the
immediate aftermath of a disaster.
